Show list of users in "Add Participants" when I creat a new discussion

Hi guys!

I am trying to create a discussion and add participants.

But When I click in "add" it shows me two options, team and all participants.

But the both options shows me the same thing (only groups)

Does anybody know how I configure this to show users in the list?
