In creo when I want to load the parameters using rp_config.xml file its not loading the parameters. What should be pre-setting need to be done in order to load the parameters in creo using Load configuration?

I am using creo 3.0 M070 and Windchill 10.2 M030. I want some fix parameters to be load for my CAD file. Hence i have created it in Windchill. But for every CAD file we can't type the parameters manually. Hence i want to use the Load configuration. Firstly I have added it in parameters and then saved that configuration. Now I am trying for another CAD file but its not Loading. What to Do. Please guide me as i am new for both creo and Windchill.
