creating the next revision while working on and releasing the current revision of a document

We have Windchill v11.  I have a document, which was formally release in windchill at rev D.  We've been making updates to it as working copies in Rev E. I want to take a snapshot at Rev E, create rev F, and then continue the review and release process on rev E while new updates to the document are being made in Rev F as a working copy.

how does one do this?
