Allows CR author/Submitter ability to add to CRB Team? WC 9.1

Little Help if you know how to do this.

I have a CR Team Template that pupulates a bunch of roles into the CRB.

I then in the Process send a task to the CR Submitter to Update the Team.

Problem is they don't ge the Add Participent to team icon!
